1) I don't think there is a simple way to mute the sim, at least there is no command that I know of we can send to the sim to do that. In theory you could use some kind of script to actually mute the sim program itself (not via the sim but via Windows), but that sounds like a bad idea. I think your own idea of using a muted camera is a much better solution!
2) You can start a timer once a replay event is triggered. However, there are currently no actions you can use to 'go to live' (or any other control over the replay). I will see if I can add an action for that in the near future.
