I don't think Race Control remote connection is functional at the moment. We have a separate Race Control app that some leagues use, it is mostly for tracking incident points. I believe the race control remote feature is something we made to send messages from race control to the overlay (e.g. penalties, warnings, etc). I don't know if we ever fully implemented that, perhaps it's something a few of our older themes are using.
If there is any interest in this kind of thing I can pick it back up. The main idea is that you can define a widget where to show race control messages, and then let someone else (race control) send messages without having your entire graphics/theme running.
