About Racespot's new graphic animations

I want to learn an information about Racespot's new overlay animations to clarify

Video is above. It's F3 Championship | Round 3 at Zandvoort and Racespot tries new graphics. I just wanna know. All overlays start with animations. It's normal. Atvo has animation panel to do them but for example 16.32 (time) there is and widget about driver. First of all, a white outline appears and goes around the rectangle then a black rectangle and a yellow rectangle. When animations finished we see the widget. Outline animations don't make sense to make it in animation panel :/
What is the solution to make this kind of widget? Because Simon and Nick develop the overlays on RacespotTv. I hope you'll answer it. I will really appreciate with your answers.

RaceSpot's overlay is not done using the Theme Editor. We actually create all the widgets, designs and animations with code and therefore there is no easy way to replicate this in the editor and tbh I don't know how it would work in using the editor. People can request these kinds of themes from us, but they cost quite a bit of money and right now we don't have any free capabilities.
