It seems as though ATVO either can't handle processing power during heat events.
As the session progresses forward, the more ATVO freezes. Feels like it needs some optimization. I had to reset ATVO a few times during my broadcasts because the panels kept freezing.

I've also had this once or twice where it wont' advance and the timing screen stays stagnant. I just close out the timing screen and open it back up and it works fine. But can be annoying if you aren't paying attention to it.

I'm having this issue as well. It seemed to only lag during races labeled "heat x" and didn't happen for C and B mains

I have also had the same issue. Once we hit the A-Main its ok again
That sounds strange... No clue why the name of the heat would matter. I am not that familiar with heats, is there any functional difference between what iRacing does in "Heat X" vs "A-Main", "B-Main", etc?
Also - does it happen even when you close your theme, and just have ATVO (Timing screen) running by itself? Just to check where the issue can be.

I close then re-open the theme after every heat now, only way I can seem to get it usable in a stable fashion for Heat Racing now

What kind of series are you broadcasting where this issue occurs?
I did some testing of my own but there were only Rallycross events happening. I didn't feel or measure any difference at all during the Heat and other events (qualifying, Feature, etc). There were only 8 cars in that session (4 per heat) maybe that was not enough to trigger it.
Are you talking about oval / dirt races? How many cars per heat and in total?

Usually dirt, but we also do some road as well
Most have between 20-50 cars
iSCAR runs a odd format in which top 38 qualify into the race and 5 race from a last chance qualifier. Usually fields range from 43-62. It bugs usually transitioning from qualifying to the lone heat event.
