Override Background with Static Background Image

In our theme, we have one solid color PNG for the main theme color so we can easily change it. That's great until we have a CSV we need to add and use Override Background for car colors - the static background doesn't go away. Is it possible to have the Override Background overrule the static background image?

Any way I can get an update on this? Really important for our theme.
